Most of the time yes but in the modern NBA guys get away with this and so much more. Almost no one talks about how they specifically enforced a rule to stop Iverson similar to how they stopped dunking in regards to Lou Alcindor. Massive omission when talking Iverson, he'd have been far more devastating in the modern game and lasted longer due to spacing and less physicality.

sometimes he carried, sometimes he didn't. A lot the moves guys do today are way more drastic and go uncalled. 90 percent of players who hesi or use the in and out dribble are carrying the basketball.

A lot of people get caught up into whether his hand is underneath the basketball. You hand doesn't been to be under the ball for you to carry it. When Iverson brings the ball to the side, it's obvious that he's holding the ball.

Anyone can looked 'highly skilled' if they're breaking the rules to do it.

All of the 'carrying' and 'palming' we see dressed up as skilled dribbling is the equivalent to a golfer throwing a ball out of a bunker. It gets the results, but it's breaking the rules.

This all comes from street basketball where there are no officials, and high school and college refs don't want the hassles that come with calling it every time they see it.
