Can NRIs and OCIs Apply to General Category Seats?

There is lot of confusion going on around the eligibility of NRIs and OCIs in terms of general category seats. Can they apply to government colleges? Or they eligible for normal management seats in deemed universities? Or, they have to only apply to NRI category seats? What should they do? Sir, today TN released prospects for MQ. In which it says OCI can apply only for the NRI seats. That means OCI can't apply to the Management seats in Tamilnadu private college. Is it right?

My son studied in Oman, in school affiliated to case board. Our nationality is Indian.as you mentioned we are eligible for general category as well as can avail NRI quota also . As we are filling application for 2023, do we have to submit embassy certificate along with application or after the NEET result while applying for the counseling session . Please guide
