Kennedy keeps making this nun argument that Chuck seems to just go along with instead of correcting it "prosecutors do one of two things either indict or don't indict" only it has already been established why indictment was not an option LOL.. not sure I get exchange is he just being overly polite?

Was the Mueller Investigation an investigation or a prosecution? Typically you investigate before you prosecute. Like the Mueller Team did a lot of with a bunch of people in the last 2 years. However, when the premise is you don't prosecute, then all you can do is investigate and leave prosecution to those who do not have the proscription.
