GTA SA LAG FIX. MAKE YOUR GAME DETECT 4GB OF RAM

As some of you don't know applications 32 bit (x86) only detect 2GBs of RAM. Now you can make your GTA SA detect 4GBs of RAM which mean less lag. It helps when you wanna use ENBSeries or other 'heavy' mods.
