It would definitely be the man with the phone. For those who don’t understand I’ll explain.

You see, the blind man has a cane. That cane is to tell him where he going, like, what there is in front of him. It helps him know where he is going. Once that man moves his cane, he will know that there is nothing that he can step on and he will probably turn back around.

Now, about he guy with the phone. He literally has eyes glued on his phone so he is like texting someone or Into a game. For that reason, he will not pay attention.

For the thumbnail the guy with the phone is stupider and he will die. The blind guy will live because he has the stick thingymabobber to feel what is in front of him. He will feel no ground so understand that there is a kind of drop. The guy with the phone isn't paying attention. He won't realize that there I a drop or cliff until he steps over it, and by said point he will either have fallen off if the cliff, or lose balance and fall right after.
