There was only so much hair gene juice available when the Emperor concocted his gene-sons, and all the big 80s Rock stars hair went to Magnus, Sanguinius and Fulgrim. ;-)

Tbf most artwork of the primarch kinda different from their description in the book
Peterabo and lorgar are shaved but they have facial hair, perty have black goatee and lorgar have fowly brown beard
Mortation actually have greasy hair under his hood
Angron still have ginger hair grew over the butcher nails
Horus have white hair and beard after he walked out from the Warp gate in Morlock, tho he shaved it afterward

What if the reason is that the emperor is in fact bald and has a wig, this would explain why most of his sons inherited his baldness.
