-Reduce the number of foreign bases by 75%+
-Reduce the size of combat troops in the DoD (make all none combat MOSs civilians)
-Build coalitions and use a diplomacy 1st policy (with a heavy emphasis on foreign aid)
-Move military focus away from mass numbers and more towards highly-trained & highly-qualified soldiers, airmen, sailors and marines.

American foreign policy should have more multilateral discussions to solve problems? Are any troops coming home in 4 years? Hell no! No one wants to bring troops home and then put them back like Obama did. Trump made a lot of promises, but he kept things pretty status quo.

Consider the approach called "Multi-Lateralism". It not only has the advantage of more international cooperation and with that more stability but can lead to more strength and less costs at the same time through unity.

There is just one little thing on this the US might have an issue with: The US must accept to be only one voice in a chorus. A strong if not the strongest one, but only one amongst others. And it must live with the fact the this means sometimes there are group-decission the US not fully likes, but the group decided on together.

Multi-Lateralism is the complete opposit of what the US was doing in the last 50 years ... playing world-police and doing most things on itself. US has full control on this, but also full costs and rarly help from the outside or even opposition (see Iraq-War).

Multi-Lateralism is the only approach strong enough to keep China and Russia in check even if they make a Lateralism of their own.

NATO is for all intense and purose a multi-lateralism approach but it was designed specifically for the Cold War and only for defense so it needs an evolution.

I realize it's not as easy as saying we should do this, not this, but that's where geo politics has to start isn't it?

We should act against communism and military rule EVERYWHERE. We can't act against these things in some places but not others ya know?

We should protect our interests ONLY when they coincide with the above.

We should also forcefully go into ANY foreign country that has elements that grow illegal drugs that are brought into the US and deal with these issues. The war on drugs failed only because we never went this far. If we go into South America and annihilate these cartels then guess what? We win, because they will realize they aren't protected by the military they have bribed to protect them.

Above all else, we should stop handing money to countries that don't give us anything in return. If a country wants us to have a military presence there then they need to pay us for that privilege, not get us to pay them what equates to a rental fee on the land we build a base on.
