Obviously Luke has more raw power, given that he's a Skywalker. The reason Starkiller became so powerful at such a young age is because he was brutally trained in the dark-side by Darth Vader, a brutal & unforgiving teacher, from an age so young he could barely walk. In the words of Yoda, the dark side is "quicker, easier" when it comes to gaining power rapidly.
