On paper sounds good.. But the price increase per missile AND recovery, check up etc sounds very impractical..

This could be developed further. Imagine a long range missile that deploy a short range warhead once it reached the target location. After that it fly back home. The idea would be to save as much as possible of the expensive parts.

Why is it that when it gone to upgrading the military they have so much resources to spend but when it comes to space exploration, upgrading the infrastructure or social security they run out

This thing is huge (1.8m), slow (subsonic) and expensive (low-mid hundreds of thousands)...a recoverable very high performance (and expensive) missile could make sense but this seems to walk and quack like a dud.
