Looks like a elevated structure that can overlook the roads, you can see shadows on the right side. Picture taken early afternoon. Elevated structures are useful for defense, such as the hills in Vietnam. Looks like a defensive structure to me, but I'm just a random dude so who knows.

What i think its going to happen is for every squad of Russians they'll get maybe one or two NK troops that way they all get proper experience at the same time and i don't think Russia would allow that many foreign troops without supervision of sorts. Plus most NK troops probably don't know Russian so it would be a disaster to leave them on their own.

North Korea doesn't have any battle experienced soldiers so what better way and keep them rotating to stay at that level yet fet more experienced soldiers.
