Where shall criminal actions be instituted ?
(a) For offenses where a preliminary investigation is required pursuant to section 1 of Rule 112, by filing the complaint with the proper officer for the purpose of conducting the requisite preliminary investigation.
(b) For all other offenses, by filing the complaint or information directly with the Municipal Trial Courts and Municipal Circuit Trial Courts, or the complaint with the office of the prosecutor.
In Manila and other chartered cities, the complaint shall be filed with the office of the prosecutor unless otherwise provided in their charters

In this new Lesson, I learned a lot especially the definition of COURT PILLAR and it's roles in CJS .
The COURT is the third pillar of the CJS. In CJS we have a separate initial judicial branch that is necessary to assure or in assuring that the constitution and statutory rights of the people are practiced. This pillar is important in the administration of CJS because it is the final arbiter. In the COURT comes the decision on all disputes and issues of cases involving violation of criminal law and other laws that are heard in the Court. This pillar is very important because the court gives the final decision on what will happen and will be the sentence for the accused. This pillar govern and gives justice to those who need it. In other words, this is the right place to implement justice where everyone's rights are practiced.
