Krita 5 is pretty good.
Photopea is awesome because it's online.

Another alternative is FireAlpaca! I used it when I had a computer and it takes a little getting used to but it's amazing! :)

My school has photoshop but they showed us how to use both of these and I use photopea because it’s really good basically the same thing, any tutorials in photoshop also work in photopea too

I use firealpaca, it's real quick to set up and I've only encountered one or two issues with it and very few features are missing

And if you're thinking of getting a drawing tablet (just a lil extra) I recommend XP pen since their tablets are fairly cheap, comes in a lot of sizes, and works great for everything

If it's for illustration, I advise to buy Clip studio paint. You pay one time and it's all and you easily find it at discounted price during a time in year for 20$. It's awesome and constantly improving

Sai V1 is actually free. It's not a photo editor but it's very decent for beginner artists. It's simple and very user friendly.

I use Krita and it is actually pretty good, totally free as well, it is a program though so it takes a while to download etc. I also used to use GIMP but that is better for photo manipulation, and Krita is more for illustration in my opinion

I would use photopea in my free time in school class, it was really good
