It's muscle; in "Your Welcome" Maui states he can do anything but float; fat floats, therefore he is not fat.

you do realise that he's not fat right ? he just has a lot of muscle, people just think of him as fat, because we're used to see mens that looks like triangle and with abs and all, but that is not what a strong man always looks like. in fact, most of the truly strongs people looks more like Maui (even if he is way bigger that a normal human beeing would be, but that's just to make him look stronger) in fact, we have a lot of exemple of that in wrestling

Honestly, there is a Polynesian kid that I’ve known since kindergarten at my school. I’m not even gonna try to spell his name but he is the nicest freaking dude in the world, a chill guy and a great football player. And he looks EXACTLY like Maui. The guy has a great sense of humor about the whole thing. I can tell you, that ain’t fat, if he is anything like this guy that is pure. Freaking. Muscle.

What's funny for me is even before the release of this movie my dad created a beer called Maui Trickster and is a chocolate coconut milk stout. Super delicious, I always wanted to send 2 of them off to the rock.

The Rock actually commented on Mauis size and said he looked just like his Father, his father was a weight lifter. Built like a tank, kinda like Maui but he was also short. If you look, there's no rolls on Maui, he doesn't jiggle and he doesn't flop. He's built like a proper body builder/heavyweight lifter.

when I saw the movie for first time a month or so ago I never perceived him as fat so I was surprised by the "controversy"he is a demi god for Christ sake, known for incredible feats of strength and power, in the world of animation it makes sense to convey that visually but even then I saw it all as a bulk of muscle not fat.the other apparent complaint I heard "people" whining about was the whole "you're welcome" scene, taking his song to basically make it seem like he is amongst other things boastful arse.  They are people who want to ignore the fact that in a movie like this you want to convey "who is this guy" and a good way is with that song.   The only legit complaint I have heard of is him trying to leave moana locked in the cave which in a real case would probably kill her if not lead her stuck on a island trapped like he was.

I heard in an interview with the Rock that his father had the same/similar physique as Maoi.
