This is the best / easiest way to remove a rotted, broken off fence post stump from the concrete in order to install a replacement post that I'm aware of. Still some work, but not too bad.

You're learning what every post remover learns which is removing posts is on the job training, Nobody installs them with an eye towards being easy to remove. On the contrary, the focus is on making them stay put.

I’ve found that getting that rotted stump up is easier if you get a pointed shovel on each side ( takes two shovels and two people ) and you both pry up it comes right up. That way all the force of the stump is coming up instead of to the side, only drawback is it takes two people and you have to use strong shovels ( preferably fiberglass handles ).. good luck !

Easier is to drive a 10 in long 1/2 or 5/8 in screw (from Lowes) in the middle of it. THen connect rope to the end of it and use comelong to pull it.

Dont use concrete to begin with. Just backfill with dirt a few inches at a time and tamp as you go. It will be FAR more solid and wont rot nearly as fast.
Soak the end of the podt in used motor oil and it will out live you.
