Whis said Goku is not an angel and he needs to find his own unique version of ultra instinct . Goku’s UI will be different from the angels and it will not have the stamina drain because it will be natural to him . You forget that Goku is not a real person and the point of dragon ball is for to sell toys lol they probably give Goku another form of UI with a different hair color or aura to sell more toys .

Forgetting a technique like UI is like forgetting how to play soccer, its not that easy, nor that simple. If Goku were to one day lose the ability to transform in that state, he would constantly be in that state. I think its fair to say that in Dragon Ball, Goku constantly improves and breaks limits beyond anyones imagination, so putting limits on Goku is not wise at all.
