It's called a wattle. Construction sites that are removing flora and excavating soils have to put them on nearby storm drains during the length if the job. And silt fences. Local inspectors are responsible for checking them periodically.

It's called a wattle, construction guys keep forgetting to pick those up after they are done with the construction in that area.

That's a straw log meant to filter construction debris and meant to go around storm inlets, but they can slow down storm water drainage like in this case.

The “wattle” is a temporary blockage drainage system. This is usually used while repairs/construction is being done.
It is to removed on finishing the project.

That was pulled out the drain that was put down by construction crew to prevent oil or some type of chemical from going down the drain. When the rain came it got sucked in to the drain.
