I’m almost certain this is La Jolla and my family used to go there a lot when I was a kid growing up in SD county. I could swear this was the cove that while the stairs were there, people left it alone for the sea lions. We never used that cove and I think it might have been roped off to further discourage people from going onto the beach. But everyone crowded around that area during pup season since that’s where most of them were. Then again, I’ve worked parks and people get extremely angry about spaces set aside for wildlife that the public is prohibited from entering. Even if there’s plenty of other spaces exactly like that nearby for recreation.
