If we're talking about Quartz watch here, my personal opinion is definitely Casio Oceanus, Average price but the Design, Durability, Functions and Quality of Casio Oceanus is damn good to me

Many watchers are more accurate than Rolex, but if you can afford a Rolex you can afford to be late

For this amount I"d decide on Omega Aqua Terra or Railmaster.

I personally would not want a quartz at that price. Just my taste. I would even get one of their basic automatics (not hi-beat or spring drive) in GS over quartz.

I like high end quartz. You literally can get the best of both worlds. You can have great finishing and accurate time keeping. I have mechanical, quartz and even Apple Watch. Why limited yourself from great watches?
