Phenol peel can be done safely, I had it for my acne scars at time laser procedures weren't that advanced. It was much cheaper and needed only one appointment (usually with anesthesia) which I imagine is why it's so discouraged by plastic surgeons and dermatologists who invested in 300k USD laser machines and need to get back their investments.
The irritation doesn't come from phenol itself but from another ingredient - croton oil. The peel's depth can be varied by concentration of croton oil and application intensity - there's been studies done (and replicated). I'm planning on doing a phenol peel on my stretch marks and with aging, I'll repeat it on my face and neck and if necessary - over the entire body (of course, gradually). The peeling of the skin in my case wasn't nearly as dramatic.
