The beast titan is the weakest not the attack titan. And it was only good bc zeke jeager had it and had royal blood and became a monkey but u can technically also get a snail as ur beast titan and then ur cooked.
The proof is dr Xaviers titan that was so weak they didn't let him on the battlefield

Erens titan is powerful
Is is a very strong titan for his meter size class he was intelligent and able to move at night. His ability to harden was also important as was his ablity for a moderate sized implosion when tranformering. However most of the other titans did outclass it in terms of power especially at the beginning. And that’s the point Eren was able to do what he did through skill and brains. Makes for a better show for the protagonist to be a underdog
