Berthold is better than Armin because his titan is more robust, complete and his titan is supposed to be taller than Armin's because he is 1.68 as an adult and Berthold is 1.92 as a child. If one day Armin revealed himself and they had to stop him it would be easier because his titan is very thin and incomplete when he expels steam he would quickly become exhausted and you can see his ribs, detonating them would already take him off his balance not to mention his exposed neck. It is evident that, like Ymir, he is not suitable.

1) Pieck is definitely stronger than Ymir. She must be at like before Annie. She can fight endlessly if she doesn't take any damage. But Annie schould be fast enough to get her before she exhaust. She whipped more then 30 scouts which were trained to fight titans.

2) Armin ain't stronger then Berthold. It's on'y because the collosal titan is built different that Armin can do something in fights. If Reiner wasn't saved by Pieck and Armin inherited armored titan and Erwin collosal. Then Armin would be one of the weakest titan in whole history. He schould be before Lara tybur.

3) Berthold schould be before Lara Tybur too because Warhammer is stronger than Collosal. Collosal is only feared because it can go kaboom then he isn't as much more as a wall titan but 10 meter taller and can throw punch and shoot. Warhammer was a real menace, even after Eren jumped him he still took the upper hand in 1 second. I am pretty sure the Warhammer user doesn't always become a concon when it shifts, the user can chose if he wants to be in the nape or not (Eren did not transform in a concon in his last fight before the rumbling).
Lara tybur just wasn't trained like the other titan shifter, and it still was a menace. Even Eren knew he needed it to 1v3 clutch the Marleyan titan shifters.

4) Even if Falco is able to fly. He only shifted 2 times in the whole serie, and only shifted 1 time while being conscious. So he schould be the weakest titan shifter on this list even before Ymir.

6) Uri reiss schould be at Frieda's place, he definitely had more experience with the founding titan (He could half shift like on the photo which means he has high control over it).

7)Frieda schould be before Ymir. She had no experience with her titan unlike Ymir that sure had shifted a lot, like to get to the walls, in the flashbacks were she had saved someone by going down a cliff with her titan power.
Frieda is literally what Armin would be if he had inherited another titan beside the collosal who can go kaboom.

8) Tom ksaver schould be after Frieda reiss. He sure as not much experience in combat and his titan was literally gaven to him for researching.
