I put my hand behind my Power Supply and I don't feel any air coming in or out? Yes the fan inside of it is working? is this normal?

some psu's turn off the fan when your pc is drawing low wattage like if your pc was at idle when you checked no air would be coming out because your pc is drawing a low amount or energy or your fan is dead ! one or the other.
