The hot water increases the reaction rate of the two chemicals mixing in the glowstick, therefore making the glowstick brighter. The cold water slows the reaction rate and stays lit up longer. If you were to leave one in the hot water and one in the cold water you will find the one in the hot water "burns out" faster.

Glow-sticks light up from a chemiluminescent reaction - a chemical reaction that emits light. Most chemical reactions happen faster in a warmer environment because there is more energy from the heat around the reaction.
In ice water there is less available heat, so the reaction slows down and emits less light.

Glowsticks light up because two chemicals inside are reacting creating a small amount of heat and light. The rate that this reaction goes at is proportional to the temperature of the chemicals. +10C = 2x reaction speed. The faster the chemicals react the more light is given off by the reaction.

I think it is a kund of a endothermical reaction.
The chemicals need energy to react with each other. as we all know, heat is used for energy in science.
so because of the hot water the chemicals in the glowstick get more energy to react stronger with each other which causes the glowstick to glow brighter.
