I work for a large utility company and can confidently say, this is NOT how you properly install a hot inline insertion valve. They're lucky that Green pipe isnt a sewer force main!.

As a man who does this work, you typically have the active valve shut off and relieve any pressure and excess water before you cut through any pressurized lines. This is just comical 😂

Those are compression fittings with a shut off valve in the center now they were doing everything fine except they forgot to wear their scuba gear since they wanted to do a live connection and will fill that hole with water in seconds 😊

Normally in this situation, you would make a partial cut or two in the bottom of the pipe first, to help drain it. In which case you would notice that the pressure was not bleeding off. This is very important because even if they had shut the right valves to isolate the pipe, there would still be a lot of water in that pipe. Even if the valves were just 1 block in each direction, given that that is a 6" pipe and that the average length is 350ish feet, there would still be almost 600 cubic feet of water in that pipe. Or almost 4500 gallons. And it would all come rushing into your hole.

As a plumber I can tell you this can work, but you need a tee valve so that while you're installing it the water can flow out the opening. Then you can close the valve.

If it was a sewer line. Their plan may have worked. But it would still be a shitty plan.

I did this for a living. A couple things: We always shut the main off and drained off whatever pressure might be in the line. I’m in New England. We only use cast iron pipe. I’m not sure where this disaster is taking place but you are right. They are attempting the impossible. 100 psi is an average line. Amateurs

Former water distribution operator here. This is poor planning and execution obviously. However some valves are just stuck open and can’t be shut or at least all the way. They have to be worked back and forth for a very long time. Also shutting them off means taking a water sample and handing out water notices to everyone who’s affected. So going back 2 or 3 valves can mean a lot of time just walking handing out notices. Then again in a few days once the boil water notice is over. That’s a gist if anyone cares or wants to add.

Worked for the town for years replacing water lines and sometimes it has to be done this way. Went home plenty of times to get out of my wet clothes
