he might be foreshadowing the fountain boy with something upcoming in the future jojolands chapters,
placing november rain on top of other stands (while others are listed on basis of power) because rain or fountain showers down from above makes sense BUT considering the fact that november rain is a weak stand for the main jojo, it is highly likely that it will get an upgrade of better abilities towards the end of part 9 (like few other jojos did including giorno who's parallel is jodio)... there is a possibility that the upgraded november rain's abilities surpasses star platinum and D4C (stands below november rain in the fountain boy structure) and then on the tier-list of the fountain boy november rain is recognised as the new strongest stand

I’m not mad Killer Queen is seen as one of the strongest stands, it’s definitely one of the most cohesive ones. It may not be as horrifying or as grand as Made In Heaven, or D4C-Love Train but it definitely has various abilities. Sheer Heart Attack is a broken ability, the only reason it was stop because they got Koichi. It’s a rangy Stand that is incredibly mobile, perfect for both sttack and defense, especially with Bites the Dust. Only weakness is when Bites the Dust is activated other abilities cannot be used

I would argue Soft and Wet: Go Beyond. Since its a bubble made of an infinitely small line spinning rapidly at what i presume is an infinite acceleration, it exists out side of the logic of the world. A lot of people, i've noticed, seem to misunderstand what that exactly means. So I will use the only example we have, which is Wonder of U's stabd ability to manipulate the flow of calamity. As most know, WoU can essentially make seemingly harmless scenarios or actions result in extreme levels of misfortune, such as stubbing your toe resulting in your entire leg snapping in half. The requirement for this ability to activate is for the victim to actively commit the act of pursueing the stand or the user, such as following it or looking for information within its vicinity. However, during the final fight, Soft and Wet: Go Beyond comits the act of pursuing, yet WoU is unable to recognize the bubble as committing this act, thus its ability does not activate. The reason? The string that makes up the bubble is so infinitely small, that it does not exist, and cannot be percieved by the logic of the world. Its destructive power is also nothing to sneeze at as it is shown to effortlessly carve its way through Toruu, who is a rock human. GER is a stand that removes the effect from the cause, but that is still within the bounds of the worlds logic. Tusk Act 4 needs the golden ratio from a horse to even be activated. And I have no idea where people got the idea that Star Platinums ability is adaptation, it isn't, Star Platinum is just really strong and fast, and the apex of speed is the idea that you move so fast that time seems to stop.
