See the problem is that Itachi was acting as a double agent in the Akatsuki for the village and the point of that was to let Itachi do what he gad to do. Not to mention that Hiruzen didn’t possess a piece of every Akatsuki member’s chakra so no he couldn’t have used the crystal ball technique

Even if he can use Yin & Yang chakra. Clan based kekkei Genkai are simply not accessible to those outside the clan.

Cuz back then akatsuki wasn't much of a threat for 5 big nation, , , also he used to have itachi as his spy inside akatsuki, who kept filling him with info regarding external threat, so all hiruzen had to do was just sit back in his office and use that spiral glass thing to take a look inside girl's hotspring.
