Having Winford (or any other racer) win the Piston Cup in 2008 actually falls in line with the film's continuity, as in Cars 2 it's explicitly stated that McQueen had won 4 piston cups and based on when the first and second films took place (2005 and 2010 respectively) it's safe to assume that Winford did win the Piston Cup in 2008, with McQueen winning the Piston Cup in 2006, 2007, 2009 and 2010 along with his three other Piston Cups that he won after the World Grand Prix between 2011 and 2015 before his final full season in 2016.
