To simply say this, they used Euclid's Division Lemma over Modular Arithmetic to make it easier for negative integers as well.
(a congruent to b (mod n))
Euclid's Division Lemma:
If a ÷ n leaves a reminder b, and quotient q, then,
a = nq + b where 0 <= r < q
In all numbers,
We search for a number that's nearby as well as less than 'a'.
In negative numbers,
(Eg. For -56, the no. is -60)
In positive,
Hope u know.
And then the difference between the above mentioned 2 no.s is the remainder (here, the answer).

Add r to your number n, n = r + n such that it is divisible by divisor, that -r is your answer
