All Italy and France need to do is the same as our Labour government has done here in Australia. Flood your country with Chinese solar panels, wind turbines and electric cars that other countries do not want. That will get their tariff numbers back down. Just bend over and take it like the Australian government has.

People who can afford these luxury items will simply absorb the traiffs so it will not have much effect and the industry will respond by producing cheapper versions for the mass market outside China as already occurs in the clothing industry. We have not seen much of a falloff in sales of such products as well as top of the line Mercedes, Porche and Ferraris to Russia in spite of the sanction since they are status symbols thta Chinese products no matter how good can match. Sales of EVs are dead in Europe due to high charging costs from renewable energy, the lack of power supplires due to inadequate national grid systrems and increased demand for AI, digital currency and e commerce, lack of enough charging stations since a high percentage of the population live in apartment block with street parkeing and where they were able to park in undergrround apartment garages this is now being widely banned due to the high risk from lithium ion battery fires that have also put up insurance rates to a swinging level. Add bans of multi story parking due their higher weight than IC vehicles and so higher wear on road surfaces expect to see higher road takes . So all in all Europe should recognize Net Zero is a sham, withdrow the plans for vehicles to go electric switch back to the high efficientIC engines now available and let China do its best to sell their products.

Sure, China retaliates, but have you seen the que of unemployed and factory closures in China? How could they afford to buy luxury goods anyway?
Europe loose some, but we gain more than we loose, since the trade balance was so much in China's favour.
Now we get to keep our car industry, with a few dents. It employs millions.
