I think there is a mistake here. To get joules for a power plant, you had to decide upon a period of time (aka one year). You didn't do this for the neutron star. How long does it take for a neutron stars magnetic field to give off that much energy (in Joules). Or is it just sitting there waiting to do work on anything that impinges on that specific small volume of space you defined.

Good God, if that much energy is being stored on the surface of a standard neutron star, then a magnetars' magnetic field value will be off the scale. Thank Heaven those things are thousands of light years away from Earth.
