Back in the early version of the game. You can glitch into the shrine using Venti's rise and sink bug with the camera function. Which allows you to clip into the Shrine. So they patched that up in v1.1 to make it impossible to open the chest, because they removed the action prompt directly with the chest and replaced with the shrine's barrier instead.

I actually remember during my early days of genshin, my potato ipad was so slow at loading the game's environment and I remember slipping into one of liyue's shrine when it didn't load the yellow barrier yet

TLDR: Even if you get in, you have to actually use a key to open the door (you can't open the chest just by glitching in)

they probably had chest be openable when you glitch into the shrine, because they never expected anyone to get there. But someone did before you, so they added one more security thing, the chest lock

I think this is the result of different people working at different stages of the game, considering shrines were probably made pretty early, so maybe they just dedicated more time to them, and now they are just copying the structure/code to make new ones
