I mean bugs like this can happen, it had something to do with a function that didn't look like it would scan the entire file but it did because it recalculated the length of the string each time it was used.
But what's crazy to me is that noone at Rockstar thought: hmmm, six minutes of loading time, let's take an hour or two to benchmark it. That should have happened multiple times before release.

According to my game dev lecturer, it was because it tried to load the entire asset library to make sure everything was there when it didn't need to.
