I lived in Japan for two years during my time in the Marine Corps. This kind of stuff was in the topic of discussion more often than not for our weekend safety briefs, specifically for female Marines. Japanese culture is very open about sexuality. What we think is creepy here, is very normal to them over there(not in this case of course). Fun fact actually, it's not possible to shut off the image "shutter" sound on cell phones over there BECAUSE of this specific thing being such a huge problem over there.
