I feel like uvo being 2 tiers above morel is a very weird statement. Think about the tier of fighter they were against. The phantom troop as a whole struggeled against a single division while morel and the others fought royals guards. Morel even 1v1d one while nerfed for a while.

The thing is hxh power system is tied more on the nen ability matchup and preparation rather than raw nen power. You can argue that only chain jail has a binding vow which strengthens it but everything about his nen ability is for the purpose of catching and combating the troupe, he explicitly explains this several times.

Chain jail comes from fighting phantom Troup members, but stated multiple times, he cannot use nen at ALL against any other apponent than phantom Troup members. It's like a boost to the only person you can fight. That's why and how he becomes so strong, he limits himself so strictly that he gains this power, otherwise it would not be enough or he would die
