the fastest way to get Canadian citizenship - take Express entry from outside Canada. Get PPR and then land as permanent resident. Stay in for 3 years without leaving (maybe give it or take few days). Apply as fast as possible after those 3 years. Then pass citizenship test, get your oath ceremony and apply for Canadian passport.
All that can be done within 5 years from starting idea. Of course under certain conditions:
1. you need to be fast to prepare all documents needed for EE and then for PR application itself. This can be manageable within 3-6 months
2. Have high score in EE to be invited fast. For some it is easy and for some it is nightmare. You need to score on language test very high.
3. pass through PR application stage fast - in 6 months or less. Here much depends on the CIC officer, but if you organize your documents properly and explain possible issues, you have higher chances not to be trapped long there.
4. Arrive to Canada as soon as possible (in 1 month or 2 after PPR) and stay there.
5. Again prepare all documents for citizenship application and post it clearly just like PR.
6. Do not fail your citizenship test, or it will cost you more time.
7. Get through citizenship process within 12 months (the current average time).
8. Apply for Canadian passport as soon as you can and get it.

So that is 4 months preparation + 1 month to get ITA and submit the PR application + 6 months for PR approval and PPR + 1 month to arrive to Canada + 3 years to stay to Canada + 12 months for the citizenship process = 5 years

I think because of the price. The $630 application that's why they raised the price that's why its fast . Mine only took about 3-4 months. for my Oath it only took around less than 2-3 months. So its less than a year actually.
