The answer was explained bit complex. My solution: assume that both the thief and police came in those two caves beside each other in the very first day. Then both of them moved in the same direction, it can be clockwise or anticlockwise. As we know police can cover two caves in a day, so he will be further ahead. Also the thief follows the same path but slowly. Then maximum of 12 days span, police will catch the thief from behind.

1 day because the theif is in the right cave of police in the first, and the theif can go to his right or left one time, so if the theif go to his left then he will go to the police's cave and if the theif go to his left cave then also the police can check his two cave along his left side and he can caught the theif in minimum 1 day.
