The likely reason why Luke was able to get his knee replaced within a month compared to Emma is because not as many people are able to receive the care they actually need, care that is more important than a knee replacement. That's why Emma had to wait so long, because there were people that had more serious problems, and they needed to receive care first. I think that system, one in which people with the biggest issues get taken care of first, is a better system than the alternative private system in which only a portion of people get the care they need due to affordability issues.
