Are there hiring requirements that apply nationwide or statewide?

There aren't necessarily human resources, policies, and procedures that apply to employers nationwide. There are, however, a number of different anti-discrimination and anti-retaliation laws that apply to most employers nationwide. For example, it's illegal for most every employer to discriminate against somebody based on their race, gender, national origin, etc. The exceptions to that under certain statutes are for very small employers. They may not be covered. But generally, most employers across the country are subject to the anti-discrimination and anti-retaliation laws that Congress has passed, as well as there are often state and local anti-discrimination and anti-retaliation laws that employers must follow.
