Do you compare the number of licences to the number of instances? STOP! Even though Microsoft's most famous ELP format was introduced in the early 2000s, the number of Microsoft products that are licensed based only on the number of instances is ZERO.

You should be comparing Entitlement – all the granted rights: where, how much, under what conditions, what to count, what to measure – with the actual usage, i.e. where, what, how many/much etc. It's much more complicated.

As you told rightly when doing an assessment of any publishers what matters more is Contractual obligation, what is allowed and what is not allowed. We should change our perspective from matching LHS and RHS.
