Does it matter if you have low enchanting lvl when breaking down items for gold? Like does higher enchanting give u better disenchant items?

I have herblore and skinning atm on my mage lvl 45. You said u would droo skinning for enchanting but what about herblore? U keep herblore with enchanting or what? Was planning to drop skinning later for alchemy but i'm not sure
