Luffy V Koby isn't just an interesting twist, it is respecting that both characters' dreams are real. They are rivals. Their fight has been fortold from the very beginning whether or not the audience finds Koby's growth to be too quick. It's the same timeline as Luffy and they started their journeys at the same time so Luffy's growth was just as, if not more, astronomical.

It's funny that people seem to believe in Koby less than Luffy since Koby is a reflection of the audience. Oda is showing us that even regular people can become something great when they put their will to it. We relate so much to Koby that since we often don't believe in ourselves, we don't believe in Koby.

The only problem I have seen in the one piece community is some ppl think oda has to follow a certain check list for strong characters when he is writing fights closer to how real fights play out. For example just because a character is more skilled and stronger it doesn’t mean they will win a fight just like in real fights. It’s how you use the skills and advantages you have. Oda has kept weaker characters relevant and useful the whole way through and if you really pay attention top tiers have always operated the same way throughout the story. He’s not doing the whole power level thing and making one guy be above all

Thought: in the end, Luffy is battling Blackbeard and Koby is battling Imu (based on their side by sides in that double page spread). But they have to swap opponents because Luffy as an outsider has to topple the old regime, and Koby has to start the new regime by defeating the largest outside threat facing world peace. Or something poetic like that

Remember, Luffy was kinda the "Chosen One" for BOTH Garp and Shanks; Garp because he's his grandson and Shanks because Luffy ate the Nika Fruit.
But.... so was Koby, in fact, he was BOTH Garp and Shanks's SECOND CHOICE; Garp when he made Koby (and Helmeppo) the first students he'd ever chosen to train and Shanks at Marineford when he saved Koby from Akainu much like he saved Luffy from the Sea King.
Luffy had always been these 2 men's "first choice" when betting on the future, but after they saw Koby, even though he wasn't much to see (at first, ) these 2 men decided to "change their bets" to Koby.
I think Koby has something these 2 legends saw that may have even overshadowed what they saw in Luffy.

Koby might not want Luffy to have the One Piece because he knows Luffy is stupid. Luffy is a good guy, but his exploits regularly cause massive collateral damage, and Koby might be trying to avoid something like that happening on a global scale. He's not scared that Luffy will deliberately destroy the world, he's scared that Luffy will accidentally press the big red button with no idea of the consequences.
