Not being able to navigate without GPS is just stupid. Ships can rely on stars good enough to find some port, close to where they wanted to go. Bigger problem is if systems that allowed safe travel of bigger units failed - these would very easily crash when trying to dock.
as for cars: there are roadsigns + lot of people have some kind of paper map in their houses. It would be inconvenient, but nothing more.
