He is basically saying that all of the unspeakable things that he did in the past was for the sake of War and strategy.

For earth, however, since we have refused to helplessly back down without a final stand, He was going to commit an all out global genocide fueled by ecstasy and bloodlust.

You have to understand the reasons behind him saying this chilling line. Years and years of conquest and invasion of worlds have always been done in the name of balance and strategy. Having seen his future self succeed at getting all stones and disintegrating half of all life across the universe to maintain balance, and the rest trying to undo what he did, made him realise that there's no point in his goal. Furthermore, the incessant stubbornness and determination of the humans was the final straw for him.
