It's because even if Gabirel was able to kill King Minos, That was only at the time Minos was pacifist, And Gabriel took advantage of his kindness, to then kill Minos in a flash. But that was when Minos wasn't powerful. Even parts of his prime form Resembles the things he has done for his kingdom. His crown Resembles that he put the whole city atop his head and mind. His visible heart means that he put his own life on the line, And put his heart on display for all to see and witness.
His face means that he didn't force his kingdom to bulid a city in the Lust layer ro be known, He wanted to protect his kingdom instead. Minos even wins in Iq instead of Dumbass Gabriel for following the orders of the council, Or whats left of "God's Will", With a blind eye. The reason Minos tried to kill V1 is because he wanted to serve Judgement to the remains of what's left of humanity, For dying thanks to Gabriel killing King Minos.
He thanks you for freeing him from the flesh prison, But then explains that the Crimes V1 has done against humanity, Which he then says are not forgotten. Minos isn't the bad guy, As he was a pacifist before becoming a prime soul. His speed and intelligence makes him alot stronger than Gabriel. He hits harder, Is Faster, Is Smater, And everything that Gabriel can do, Minos can do Better. After Minos became a prime soul, He was a let alone a fucking threat to heaven itself.

Here’s the Lore of Minos. Obviously, he used to be the Judge of Hell. But when God disappeared, he wanted to save the people of the lust layer, constructing a massive city to protect them from Lusts Storm. When the Heavenly Council was formed, they saw Minos’ work as Treason and sent Gabriel to kill him. He did, and sealed Minos’ soul in a prison in his body. Minos was forced to watch his parasite-ridden body destroy his City. Until V1 came along, destroying the flesh prison. Minos had so much will power he became a Prime Soul, strong enough to have a Physical Form without a body. He literally willed himself back into existence and his Prime Soul even posed a serious threat to the council, even worse than his normal body.
