I would argue undyne. She's literally a monster, WITH DETERMINATION. A power typically found only in humans.

it's papyrus no doubt, papyrus can literally manipulate damage perfectly to not kill you, and even flowey had to use so many more vines against him. He's just too kind

If NEO wasnt scripted to be a oneshot, he would've definetly be a force to be reckoned with. It's also important to note that, while Undyne has determination, it does seem to put her at a time/power limit, because (like the amalgamates) she's gonna melt. Monsters arent meant for determination

If Undyne knew how to dodge like Sans, you're dead. Catch her off guard and only do 5% of her hp.

Fun fact: Mettaton Neo has 90 atk 9 defense and a staggering 30000 hp. But his defense stat in the game files is -40000 to make sure the player can one shot him. If it wasn't for genocide he has the 3rd highest atk stat in the whole game (that you can check, asriel is the 1st with inf and undying is the 2nd with 99) and one of the highest hp if not the highest. That hp is definitely enough to make up for 9 defense.

Reminder, MTT NEO is meant to be stronger than MTT EX and the only reason MTT NEO died so fast was due to being put up against a genocide player, same with asgore. If they weren’t up against genocide players and Asgore didn’t hold back, MTT NEO and Asgore would be much stronger.

Every monster moves during their fight. Random encounter monsters such as froggit and whismur don’t move much, symbolizing they don’t want to hurt you that much. Characters like Mad Dummy and Undyne move a lot, symbolizing their desire to kill you. The more a monster is moving during a fight, the more intent and focused they are. For example, Toriel stops moving when you get later in her fight and sometimes she accidentally kills you. PAPYRUS DOES NOT MOVE AT ALL. he doesn’t event blink. At 0% of his power, he can manage to make coherent attacks and focus on not killing you. Therefore if he wanted to kill he’d canonically be as hard as the average sans fan game.

Asgore literally wants you to kill him. He knows about the save files and still he breakd your Mercy button.

Asgore without a doubt.

Asgore is very, VERY underrated the only monster in the game to canonically destroy an action button, even though "mercy" seems useless, the fight will only end when one of the two dies.

Asgore is a kind man, he doesn't want to hurt you and if I had to guess I'd say he didn't even want to start all this in the first place.

If Asgore wasn't so gentle, or was facing a real threat with his guard up, I believe he would be the strongest, since as said by undyne about taking too long to hit him, he might be able to dodge attacks like Sans

For what it's worth, Flowey seems to think it's the great Papyrus: he's the only one Flowey uses four vines to capture/bind instead of two in true pacifist, and says that he is the one that took the longest to get bored of. Combined with all of the other evidence in his favor (Undyne saying he's pretty tough, the fact that he is holding back, the high probability of him having gaster blasters, Ect.), I find that pretty compelling.

Also, we never see his special attack because the annoying dog (aka Toby himself) steals it- it's possible, even somewhat likely, that he did that because the attack would have made him impossible to get past.

Remember, ASGORE was holding back. In that fight, he really didn't want to kill you. Just imagine him attacking at full force with the intent to kill
