I think Thailand has what I call "selective enforcement" of laws. It depends on what laws and who breaks them. If it's a Thai national then maybe the law gets enforced. If it's a tourist or an expat then they come down on them like a brick wall. Case in point the drunken Thai who ran down and killed the expat in Phuket. If the situation were reversed and a tourist or expat did the same thing to a Thai national they would already be in prison rather than having it swept under the rug like it has been.
