This scene was building up since Season 4 episode 2, Family. He almost had this moment in I, Borg but kept it bottled up. Imagine having this sentiment explode after 6 years. The diplomatic Picard we all loved was finally obliterated in this scene, the realization that the peacetime world he loved so much was gone.

The way Sir Patrick reacts to her saying that is so raw and explosive, one of the best acting moments of all time for me.

This is just so meaningful since it really is the first time in the 10 years we had already known the character, see him extremely angry and emotional. And Sir Pat Stew nails it completely. Brilliant acting by both Sir Pat and Alfre Woodard in this entire scene.
