Was this really such a shock? All the chaos he causes is blatantly for his own amusement. He's never hidden that fact. He's clearly depressed and bored with life to the point of insanity and is desperate to feel just about anything.

I was kinda expecting some twist like the desire camera took the desires of the person Dr. Bright needed to have killed in order to have gotten the body he's in, so it would be impossible to see Dr. Bright's desires, but this makes sense for someone with basically immortality

It make sense why he cause chaos, to hide the dreaded feeling of never dying force to watch everyone he care for to pass away. Also the foundation turn many of his siblings into SCPs. His brother was force to be this foundation healer while taking the pain of those who could survive it by simple needs.
