how come IMSI contains mobile phone unique ID? What does the SIM card know about the phone?

When the call setup message reaches passes through the BSS and reaches the MSC and the call is place on hold, the subscriber details are validated. I would just like to verify which information is being validated at that point ? Is it the person calling or is it the number of the destination mobile device ?
