no one is trying to turn the north sea into a lake. it's just a proposed concept. But it doesn't make any sense on multiple levels. Not only would that destroy the eco system in the north sea, it's also not really possible with todays technologie.

It's a feasibility study done by 2 scientists; Joakim Kjellsson (swedish, works at GEOMAR in Kiel (that's your "german" part)), and Sjoerd Groeskamp from the "Royal Netherlands Institute for Sea Research".
Not exactly a "plan" of those 2 countries - infact, it wasn't even a serious plan but a somewhat humorous concept of "what to do" if global warming wasn't stopped in time.
The trade-inhibition due to such a dam wouldn't be too massive though; such a thing would obviously be built with floodgates.
